How to deal with a really mean boy?

Now usually i can handle these things, but not this time. My best friend (lets call her e2) lives down the street from me half the week (parents are divorced) and right next to her house is (im not tryin to be racist people so chill) a black 13 year old boy. Super. mean. is an understatement. he plays with my 6 year old brother and e2's 7 year old brother (our bros r best frends).he's really mean and tries to get them into things that r way to old for them. we tried to be nice to him, but he's really mean. my little bro's frend that lives next to me is 7 and plays with me and e2. she says the older boy (we'll call him meaner) meaner scares her. one day he herd her say that and he sed: how do i scare u? (in an annoying southern/black voice) the little girl didnt say anything. I told her that she didnt have to say anything. meaner then sed: wow. (We'll call me rita) just because rita is telling u these things u do them? shes brainwashing u. BUT i wasnt. i was just letting her know wat she didnt have to say anything. is a free country. as my other bffl, connie would say, he makes my burn and i would reply, like the sensation of denture cream. the good thing is he lives in georgia for the other 3 seasons but ruins my fav. seaso, summer. i'm afraid that he'll crash my b-day party in a couple of weeks cuz we r sleepin in my backyard in a tent for a slumberparty. please give me advice! once again, im not tryin 2 be racist, but we wish he would take his big black back to georgia. worst thing is, my mom hates him (thats good) but my dad doesnt exactly love him, but he doesnt act like anythings wrong help! SORRY THAT WAS REALLY LONG. IT WOULDVE MADE MY BURN LIKE THE SENSATION OF DENTURE CREAM IF I TRIED TO READ THAT. :)
