Does a single neuron always release the same amounts of different neurotransmitters everytime?

I've read this somewhere in a textbook but it wasn't elaborated much, so i need some clarification. If this is true, then the implication is the only information modulated by neurons is just whether they fire or not, and not by varying different amounts of neurotransmitters to release
