If Obama's administration is all about extending the olive branch?

to countries that declare nothing but hatred for America and have taken actions to prove that hatred...is it working? Why is North Korea now wanting to declare a nuclear war and Iran still blaming America even though Obama is allowing them to produce uranium that can be used for creating nuclear weapons as well as electricity and give them more leverage to dominate the global infrastructure?
